Weird Sizing

I generally wear small clothes (size 2-4), and this was way too bulky. It would certainly fit over a winter coat. It's also fairly short and cinched in pretty tight at the waist. The hood can be cinched down but not in, that is, there's no way to tighten the hood or coat around the neck, leaving it fairly exposed. I'm disappointed that the fit is so strange, because it seems like it'd be a good rain jacket.
